URBAN ARBORIZATION AND PAYMENT FOR ENVIRONMENTAL SERVICES (PSA) IN MANAUS (AM): A BRIEF SYSTEMATIC
Abstract
Payment for Environmental Services (PSA) works by compensating those who contribute to the preservation and conservation of the environment and presents itself as a new instrument to be improved and made available to society and environmental protection. However, the lack of public policies that encourage these practices, the lack of a financing mechanism and a legal basis that recognizes the economic value of environmental services, make these actions often unfeasible. The present research deals with urban afforestation, focusing on the city of Manaus, which among Brazilian capitals appears as the third to last place with 25.1% of urban afforestation in its public spaces, being inconsistent with the region it is in and suffering from elevated temperatures and formation of heat islands. Urban afforestation would work by encouraging residents to adopt ecologically correct practices in order to receive, in return, payment in the form of a tax advantage, with the reduction of rates of the Green Urban Land and Property Tax (IPTU), generating benefits for both. In Manaus, the Councilor Socorro Sampaio, established within the scope of the Municipality, the IPTU Verde Program, through the Law Project nº 248/2013. It is noteworthy that the population has a fundamental role in participating in the creation of public policies and investments and is increasingly active in its awareness of the environment.
